Constitutional Connection: Article 1, The legislative Branch, section 7, Clause 1
"All bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills"
Explanation oc Connection:Animal welfare is not a big issue but it is one that does recieve alot of attention from time to time. there are many activist fighting for better protection of animals under the law and some of those activist can be found in congress. but in order for certain rights of the animal to become law it must "originate" in the House of Representatives.
This article demonstrates Article 1, Section 7, clause I of the United States Constitution. The Puppy Uniform and Safety act (PUPS) is one such bill that must start in the House of Representatives. the bill is focused on protecting the rights of puppies being sold. This article shows how a Representative member can propose a bill that would be considered into voting and then passed as a law if succesful.
If Bills didnt have to originate in the House of Reps then the way laws would be passed would be so out of control and in a sense the system of checks and balances would be eliminated or dramaticaly altered. There could be a possibillity that the bills couls start in the executive branch and that could lead to a dictatorship with the president being given the power to propose laws. However, i do think that some of the power to propose bill should be given to the poepl who would later on hae to follow them and the vote and the voice of the people along with the Senate and House should be ocnsidered when choosing if a bill should be made a law.

Shamier,
ReplyDeleteWe're definitely getting better with the blogs, but I think you may be confused in places:
What does the puppy act have to do with revenue? Once again, I think you picked the wrong connection for your article. If you want to focus on Congress' power to make laws--well, that clause will suffice!
Also--please be sure to proofread your posts for grammar and spelling...and...we're missing blogs 10-12!
